BANGKOK VERSUS HONG KONG
My vote would be Bangkok.
Bangkok is better for everything except opening 'wow' factor. We'd have big police support in Bangkok in Chinatown for the chase, lots of Tuk Tuk's and scooters that makes it feel more exotic, cooler villains lair, ability for a police escort. The only thing is the opening "wow factor" isn't as great as the Hong Kong skyline, but I still think its pretty cool at Wat Arun and some of the others.
Hong Kong is a bit restrictive permit wise - need location choices ahead of time. Need exact streets and street numbers, but we can of course make it work if thats the choice.
Also the team in Bangkok also seem much more proactive and creative.
